Below-Ground Sewer Works – Approval Requirements (Victoria)

When undertaking below-ground sewer works on a property—whether extending an existing sewer line or installing a new connection—approval must be obtained from the relevant water authority prior to commencing works. This requires the completion and lodgement of an online Plumbing Application / Property Sewer Connection (PIC) Application, accompanied by a plan drawing detailing the proposed sewer works.

Where applicable, architectural or building plans showing the proposed structure to which the sewer services will connect must also be submitted. While the application may be lodged by the licensed plumber or an authorised representative managing the works, the details of the licensed plumbing practitioner responsible for the installation must be provided, as they remain legally accountable for compliance.

Applications are submitted directly to the relevant water authority servicing the property, such as South East Water, City West Water, or Yarra Valley Water, depending on the site location. Applicants should allow a minimum assessment period of approximately three weeks and confirm any applicable fees at the time of submission. These fees commonly include charges associated with mandatory sewer inspections.

Upon approval, the water authority will issue a Consent Number (commonly referred to as a PIC number). No sewer installation works may commence until this consent has been issued. Once received, the licensed plumber may proceed with the sewer installation in accordance with the approved plans and relevant Australian Standards, and arrange the required inspection by the water authority.

Backfilling and completion of the works may only occur after the inspection has been carried out and approval has been granted by the authority.
